Seattle educator Robert J. Handy founded School Employees Credit Union of Washington in 1936. To supplement his teaching income, Handy worked for a general insurance agency owned by a friend, selling auto insurance to educators who came to the credit union for new car loans. In 1948, he filed articles of incorporation for Public Employees Mutual Insurance Company (PEMIC), a property and casualty company. In 1949, the state issued a certificate of authority that allowed PEMIC to “offer residence fire and burglary insurance, and automobile collision and comprehensive, fire and theft insurance,” which marked the official beginning of what would become PEMCO Mutual Insurance Company. Today, PEMCO is the Northwest's largest local personal-lines insurer, providing coverage to the general public in Washington and Oregon.
